There are two things that may be working against you.

(1) If you're using a older version of Windows Media Player (earlier than 9), you may have problems making CDs from MP3 files.

(2) If you've downloaded WMA files, they may very well be protected files for which you don't have a license. Windows Media Player will refuse to burn those to a CD, or even to play them from the hard drive.
