In general you will rarely find an artist today who isn't sampling from a past artist. So yeah he probably stole it but unfortunately that's the norm right now.
the melody is very similar. did he steal it? i wouldn't put it that way. if he stole it then he'd be sued. the melody may be from the same sample of which both artists would have paid for the rights to use it.
This is not the first time. Gold digger is definitely from Ray Charles or some Road Runner I know that beat is from my dad's old music collection. It brings back memories.

First of all...you can find beatsmiths who make them and sell them to labels and producers...these labels and producers..add and remove stuff from beats and since they bought it they copyright it and call it their own. Most big named producers don't produce more than 20% of a song...see dr. dre..selling 9 million records off scott storchs work and never admitting that scott made all those beats!!
