i believe claudio is running away from the troopers of Mayo Deftinwolf, he basically runs to the house atlantic. and through the help of Al the Killer, he is able to enter the house (as Al uses his sniper the Faint of Hearts after helping claudio get to the house by piloting the Velourium Camper.
In A favor house atlantic Al is the one saying "I'll shoot you run" to claudio. as far as what exactly it is, i think its some sort of safe house for claudio. Really, the comic for either of these two albums has yet not been released, and to try and interpret Claudio's lyrics and intentions, is not really the best idea. but its something like that.
