Thats a symbol/logo for - WARNING- ELECTRECUTION HAZARD.

Green Day used this symbol during their American Idiot era. Not before that. They used it in concerts, on album covers and on t shirts.

I think they used it because they are trying to tell that normal people are being treated unfairly. We are being controlled by some giant leader.

I think the symbol represents their american idiot campaign very well!
