I don't play bass personally, but I've heard it's easier to play bass once you can play regular guitar. The thick strings on the bass really hurt your fingers much more than a normal guitar. However from a technical point of view, I imagine it's a bit easier to play a four string bass, as you don't have so many chords to memorise, more notes and tecniques. From what I've seen bass players do I can say you really need to know your scales well, as a lot of bass riffs are scale runs or parts of it. Good luck.

Not necessarily. I would just go with the bass, if you already have one. Also, you may want to try out piano/keyboard first, it helped me get the basics of music in general down, then move to bass.

No you do not need a regular guitar first, you can just learn bass. I recommend the books by Bruce Arnold.
