Answers: She was saying just what the title stated "All Good Things Come To An End".
The dogs barking at the moon symbolized a good things (because it's how it should be), whistling a new tune-- (words like new represent change, in this case a change for the better)... They were hoping for change, but the last line shows the viewer that his hope will not last because all good things come to an end.
This makes sense to me, I don't know if I've gotten your understanding of it or not. I swear to God, she writes the most terrible songs, and stupid kids are buying that crap. Why doesn't anyone listen to anything good anymore? Why isn't intelligent so hard to find on the radio? This is the woman who sang "i'm like a bird, i'll only fly away" Most of her songs dont make sense to me.. There probably aren't any.
This new music stuff sucks.

The idea of that verse is probably the changes in life, and how the things you were used to now becomes different and you find yourself not happy with it.
Referring to cartoons, dogs would howl at the moon or start singing some tune when they were unhappy or felt abandoned. Having a new moon and tune could sound like something of the opposite, and they're singing happiness, but the last two lines go along with the word "it", which could mean anything. My interpretation is that dogs sing or howl because they have an idea that something bad's going to happen to them...even though in the cartoons, it's a happy ending. So no matter what kind of path you go through, you'll end up in the same place...is what I'm getting.
The sun, sky, cloud, rain part is a back-up to describe changes.
