Oops, apparently I don't know how to edit questions. It's true that it sounds like a children's song, something traditional. I know a vast amount of traditional/folk music, but this little tune doesn't sound familiar though it does resemble other folk songs, including one sometimes titled "I'm Leaving Tiperrary". If I was going to guess the source, I would say it's Irish.
It's too bad that you don't know more because this definitely sounds like a snippet of a longer song. Perhaps somewhere along the way, it was taken from a longer tune.
I just found a site and listened to a clip of "I'm Leaving Tiperrary"; there are resemblances though the man sings a different version than I'm used to. It's likely from a longer song; I'm fairly certain of that the more I listen to it.
There is a site called The Mudcat Cafe, where you might find some help since it's filled with people who are positively brilliant when it comes to tunes like this.
