Answers:

The people who suggested you move everything up a perfect fourth , to transpose from the key of C to the key of F, are correct.
But here is the method I use when transposing, which will allow you to transpose any progression to any key.
First, rewrite your progression in Roman numerals which represent the scale degrees in the original key.
For the key of C, C=I, D=II, E=III, F=IV, G=V, A=VI, B=VII.
Your progression is thus: I7 IV7 I7 Vflat7 IV7 IV7 I7 I7 V7 IV7 I7 V7 IIflat7.
Now all you have to do is to write down the notes of the major scale of the key you are transposing to.
Match the Roman numerals to the degrees of that scale(for the key of F, F=I, G=II,A=III, Bflat=IV, C=V, D=VI, E=VII.).
Now, substitute letter names for the Roman numerals in the key you are transposing to. Voila! Now you can put your progression into any key.
Hope this is helpful to you.
