Are you hearing the lyrics properly? In the song itself, it's never mentioned whether or not Judy is a punk - only that she is a 'runt'. Jackie, however, is indeed described in the song as a punk. So whilst it isn't explicitly mentioned that Judy is not a punk, from the song's title, I think it's safe to assume that Judy is, in fact, a punk.
