Nettel has an excellent point you do need management. Before you can even get a manager you need that demo or album. Most managers will want to hear an a demo or something before they agree to work with you. ALso if you get the manager before the demo/album the manager will charge you a lot more, maybe not upfront but it would mean a bigger cut out of your recording contract with a label (that's how most people get screwed).

Making an album is not as difficult or expensive as it has been in the past thanks to studios and computers. Here's some steps to help to get you started.

Obviously you can't afford Timbaland or Missy Elliot as a producer so get your tracks(beats) from a credited production company (that is known in the industry) but does not cost an arm and a leg. There are actually alot of companies that do this and you can find them online---people just don't know where to look. An excellent one is WWW.TRACKMSTERZ.COM (google search them) They have primarily produced music for independent films, video games, and commercials. However, they recently added tracks for independent artists. Their quality is superb but they do not offer a lot of tracks since they just started. They're adding new tracks each month but the point is they are known and respected and that adds to your credibility and increases chances of being discovered

To sell your album/demo or promote it try www.cdbaby.com If you have not heard of them you are way behind the game. They are known all over the world and are growing (google them as well) Cdbaby has gained a lot of credibility and was started buy somebody who got tired of trying to break in the music industry to no avail ---and then hearing garbage like Brittany Spears on the radio. Cdbaby also submits your music to itunes and all the other major online download companies so people can buy your music that way. It only costs $30 to sign up and they take a small percentage of each sale (cheap like paypal).

Finally make a website so fans, customers, talent scouts, record labels, managers, agents and whoever can follow you. Get your own website and feature and sell your music on there (something like www.yourname.com), get a myspace music website put your music on there (not a regular myspace page), get a youtube page and put your music video on there (shoot a video---does not have to be MTV quality---one guy featured in Time magazine just got a deal off a music video he shot on his hand held $500 camcorder on a farm---it was a rap video and really funny), get a facebook page to network with college kids, make your cdbaby page (they'll give you one), AND LINK ALL THESE PAGES TOGETHER. This will help you come up higher on the search engine, build your credibility, and get your more opportunities to be discovered. (Put pictures on all your websites --- get some professional ones taken---no glamour shots!!)

Throughout this process you should be looking for a manager. Some managers may create a website for you but they usually charge. They may also take care of the studio---but again that's a charge and they may not make you pay up front. However, if you ever sign a deal---you probably won't see any money because that's when the manager steps up and says owe this is what you owe me (this is classic---Lou Pearlman did it to N'Sync, Backstreet, it happened to TLC, Black Rob, almost everybody). So do as much as you can by yourself and then get the manager.

This is an everyday process and the key to success is simply not quitting.
