Girl Talk isn't necessarily techno, but I think you will like it.
Future Funk Squad has two good songs, "Sorcerary" and "Audio Damage." Both have raps in them and are good breaks songs.
Pretty much most of the stuff from the Freestylers is Breaks/Hip Hop.
Get a couple albums by Roni Size. He has some amazing stuff and he works with a lot of hip hop artists.
For listening pleasure though get Hybrids newest album "I Choose Noise." No rap, but it's awesome.
You can really get albums by any of these artists and it's going to be good.
