Live music is loud and can be rowdy, at times. There is also an element of drinking and drugs at a concert that makes it undesirable to some. It stands to reason that a club in a rough neighborhood might cause less disruption than in an affluent neighborhood, where they'd prefer to live next to a golf course instead of a club blasting out Death Metal on the weekends.
