Manatees are large, fully-aquatic marine mammals sometimes known as sea cows. The name comes from the Spanish manatí, which itself comes from a Carib word meaning "breast. If you look at a sea cow closely, it looks like a blend of a tortoise and a hare! Is that way the artist wrote "I see the tortoise and the hare in a rat-race...."?
