They're not filming in New York!.
I know that they're filming parts of it in Italy, but that will probably be much later in the filming process!.
They're starting out in Portland, Oregon again because all of the main locations (Bella's House, The Cullen's House, The School, The Beach, etc!.!.!.) are there!.
I'd say they'll move to Canada after they finish those scenes, though!.

They're definitley not filming in New York!. They're rumored to be filming in Vancouver, Canada because it's cheap to film there!. They filmed the first in Portland, Oregon but they may not use that place time around!. They're definitley shooting in Italy for the Volturi part and Alaska is another rumored filming location!.
