Shizam is right, he was basically talking about how he has gotten too old to do his job anymore and how he failed to protect Lleyelyn and Carla like he promised to!.
Many people find the scene where Tommy lee Jones is at the hotel room and you see Chigurh hiding in the room but then he isn't there very confusing!. Tommy lee jones did not choose not to get him, he is realizing in that scene that he just missed him, that he is always one step behind, Chigurh was not in that room when Tommy was there, they shot that scene very strange and really it was my least fav part of a film I quite enjoyed!.
