Answers:
Toot-Toot is the guy they use!. He's not a guard, but a prisoner!. The book explains it more thoroughly: He's a trusty and he pushes a cart around the prison with library books and stuff like candy that the prisoners can buy!. In the movie, they only show him in the rehearsal for Bitterbuck's execution, but in the book they use Toot-Toot in the rehearsal for every execution except John Coffey's!. In that one, Paul Edgecombe himself (the boss guard, Tom Hanks's character) sits in the chair for the rehearsal!.

The reason for the rehearsals is to make sure that everyone involved knows beyond a shadow of a doubt what's supposed to be happening, and when!. It's also to make sure that if anyone decides to get a case of the giggles, they can get it out of their system during the rehearsal so they don't have anyone laughing during the actual execution!. Additionally, if they have a new guard on the block (like Percy), the rehearsal also is a teaching tool for the new guy to learn what the procedure is supposed to be!.Www@Enter-QA@Com

I think Toot-Toot is the character's name, and I suppose they rehearse as a form of protocol so that there's very little chance of confusion!.Www@Enter-QA@Com

Toot-toot was played by Harry Dean Stanton!. They rehearse every execution because a man dies every time and they believe that every death showed be shown respect!.Www@Enter-QA@Com
