Answers:
There is noone who assigns names to actors once they are cast!. The script (with all the characters names) is prepared well in advance (before even the director is chosen) by the script writer!. The casting agents then look fr actors that would most justice the roles!.Www@Enter-QA@Com

It's the other way around most of the times [there have been few exceptions]!.!.!. Let's say you want to make a movie!. You write a story!. A book, let's say!. In your book you invent a character, whose name is Joe!. Joe has adventures, rescues the princess, and save the kingdom!. Now it's time to make a film about your book, and you think "Hey! Johnny Depp kinda looks like Joe, or how I imagine him, and Depp would really make an excellent performance, I'll call him and ask him if he wants to be in the movie!." That, or you put a sign that says "Castings" and you interview actors and actresses and hire the best or the one you liked the most for that role!. Often, the films have scripts that have been written by a writer or group of writers!.!.!. they make up the stories, including the names of the things and people in the story!.
If it is a real life story then the name will be the same as the people in the real life story!.
