Is the film Dark Knight an allegory of the US Government?!

Question: Is the film Dark Knight an allegory of the US Government!?

I saw this theory somewhere on the net but can't remember the site:
Gotham= US

Batman= Bush administration!. Batman's action reminiscent to the war on terror!.

Batman use that mobile tracking device (which tracks every mobile phone in Gotham) to catch the Joker= Patriot act

Harvey Dent disarms a 'thug' in caught just before the thug can fire off his gun, an tells the thug 'um, made in china!.!.!. next time buy US'!.

Batman being branded as a vigilante at the end of the movie= The backlash aimed at the US government over their handling of the war on terror and the anti-iraq war brigade!.

It's just a theory, so please don't shoot me down too harshly!. I'm asking you to be open minded about it all!. There was more examples on the site but I can't remember them!. What do you think!?
