Appollonia was not the target of the bomb, Michael was!. Remember when Michael told his bodyguard (I forget his name, right now) that he would be driving and that Appollonia was staying behind!? The bodyguard planted the bomb in the car and then ran away just before the bomb went off!.
As for who was ultimately behind the planting of the bomb - it was probably Barzzini, back in New York!. Remember that Don Tomasino (I think that was his name - the fat guy with the cane) told Michael that his enemies had found out where he was and that it was no longer safe for him where he was staying!?
