General Grievous is a star wars character and can wield lightsabers!.
Does this mean he has the power of the force!?

No they don't, in theory anyone can use a lightsaber, just like they would use a sword!. Theoretically I could pick up a lightsaber right now and use it!.
The force aspect of lightsabers comes in the prediction and speed of being able to use it!. For example having the reflexes to deflect laser shots or another lightsaber attack!.
General Grievous isn't a Jedi and doesn't have the force, he is merely a very advaced machine!. He has an organic brain, and he used to have a lizard like body, but after a shuttle crash Count Dooku salvaged aspects of his body, and made him a machine!. He is mainly machine however, and so he has given the programming to use lightsabers properly!.
He never actually displays any force powers, such as force push or force lightning!. He can jump high though, but that is due to his powerful mechanical legs!.
The film tries to show you that he isn't a Jedi and doesn't have the force by showing Obi Wan defeating him with a blaster!. This ultimately shows that you can wield a lightsaber, but you will never have the abilities of a trained Jedi with the Force, such as Obi Wan!.

No, he doesn't have any force powers!. He was trained in the arts of Lightsaber skill, by Count Dooku, but was not trained with any force powers!. Not all characters who have a lightsaber wield the force, it is the primary weapon of the Jedi and Sith, thus it has been linked to them and a majority of Jedi and Sith have force powers!. The lightsaber is just another weapon like a blaster(however,lightsaber's are personally constructed or grown in the case of the Sith), blaster rifle but, being used by a skilled Jedi or Sith, it can become a very dangerous weapon capable of inflicting massive damage!. No, he is like 90% machine, so if he was force sensitive it would be very weak!. Anakin lost a lot of his strength when he lost his arms and legs!. Grevious was trained by Count Dookie, and got his speed from being mostly a machine!. He had no force ability at all!.
