well I certainly have !.!. Im no kiljoy but I wana mention in the credits !.!. it's an original bcos I just thunked of it!.
workin title butch(er) and the plots closely based on Jack y'know !.!.but the perp cuts the bodies lengthways like, straight down the middle like hes hangin up a carcass (cos hes reaaally a butcher) It all starts accidentally with a row in the abbatoir with a colleague and Butch shrugs off a choking hold (by his wifes new toy boy) and the guy impales on a meathook !.!. so the story goes hes now on the run and anyone thats snoops for the poop gets hacked up by Brucey boy and stored in the deep freeze as topside (didnt he do well) cant think of an ending so there isnt one!. Theres a twist in the plot where Bruce meets up with a curvy C!.I!.D she has to be curvy, no offence but we need to see some candy right!?!. Stood at the bar in a local club he scrubs up well and she doesn't recognise him!. they have a few too many drinks yada yada yada and he takes her home but she finds the freshest kill in the freezer marked up into "cuts" and oops !.!.!. the film ends as her lights go out and arrrrgh !.!. Bruce is on the loose for the sequel

Why do you ask, and why does an idea need to be non-low budget and original!? You aren't going to find any new notions here that would be worth developing into a movie, and you obviously aren't a professional to ask such a question in a public venue like this!. I don't get the impression you are attempting to pull some sort of scam, but I can't figure out any other reason you would try to give the impression that you might be somehow involved in the production of a new horror movie!.
