the effects I'm talking about, is the effect when it's a hot day, and you look down a road, and there are types of lines!.!.!.I know it's hard to understand, but if you kinda understand what I'm saying, please answer this question!.

You are referring to "Heat Distortion Effect"!. It is easily done as a digital layer on a PC or MAC!. The "HDE", once rendered (depending on the length of the effect, will determine the time it will take to render), is layered on the original scene then rendered again!.
There is video editing software that includes special effects as a part of it's suite of tools!. Using your preferred search engine, search for video editing effects and most likely you will find a free trial or maybe even a free full version!. also, Windows Movie Maker includes special effects tools and effects as well!. Well that is an optical illusion in real life!.
For a film, I think water evaporating, or small bits of dry ice sublimating, if the light caught them correctly, just might look similar!. Www@Enter-QA@Com
