I really hope they aren't brothers!. And if she IS his mother then at least hopefully they have different fathers!. I think it would just be too convenient if they actually were brothers!.
It'd be even worse if they tried to convince us that Peter and Sylar were fraternal twins - you know, the ones that don't look identical but come from the same pregnancy!.
