I Need An Action Movie Identified!?!

Ok, in this action movie, there's a gang or something, then there's the PD, a rat is in the PD, and then i guess there's a rat in the gang!. All i know in the end is that the rat from the gang takes the rat from the PD hostage, then the partner of the PD's rat (the partner is some african American overweight dude) shoots the rat from the GANG!. Ok lets say the PD's rat name is um, john, then the gang's rat is um, james, then the PD's Rat's partner is um, Jun (lol), ok,the setting is a building!. james takes john hostage, then jun shows up and aims at james!. james steps back into an elevator, he goes to the roof!. james reaches the roof and Jun took the stairs or some s*it and is at the exit of the elevator at the rooftop, exactly when the elevator opens Jun pops a cap in James head and lets john free!. then at the end some cop (i think some negotiator dude) shoots the john! It's kinda hard to explain!. i just wanna like rent it again becuase I like fell asleep while at the theaters i think maybe 1, 2 years ago when it was in the theaters!.Www@Enter-QA@Com
