I'm trying to remember a kid's movie from the late 80's/early 90'!

I'm trying to remember the name of a movie that I used to watch often as a kid!. It's about a boy and girl who are fall into their coloring book with their bloodhound and are taken into a rainbow land!. the other two main characters is a woman with pigtails whose outfit used to be rainbow, but since there is a fued there, she has become black and white!. the other is a talking tree who gives them advice!. the kids go to all the people living in this land and talk to them about why they're angry with each other and each group sings a song!. I remember a family dressed in red, two boys dressed as frogs, some yodellers and an old woman who lived in a hut with puppets!. at the end of the movie, all the colors come together and the rainbow woman had all her colors returned to her outfit and sang the "make new friends, but keep the old" song!. hopefully someone remembers this!Www@Enter-QA@Com
