It depends on how you see the Joker!.
If you see him more psychotic than funny, then Ledger was better!.
If you prefer him to be funnier than he is crazy, then Nicholson is the better choice!.
I, personally, think Ledger is better, no contest!. But I'm into darker films, and Joker--the best villain DC has ever produced--is more interesting to me in his crazier, more sadistic and disjointed moments!. Heath also managed to bring the perfect amount of humor into it to still make him a believable, credible villain, too, and for that I give him major props!.
Plus I liked his makeup better!.
EDIT: I may have sided with Ledger, but I don't think it's fair to say Jack Nicholson sucked--both Nicholson and Ledger were brilliant for their time!. The darker side of Batman that you're used to seeing is only a more recent development that started in the late 80's (with "The Killing Joke" and "Death in the Family", as well as Frank Miller's contributions)--about the time Batman the movie was released!. These issues were released in hopes of revitalizing the comic book series, which had gotten really campy--especially for a hero-vigilante as dark as Batman's supposed to be!. Jack Nicholoson's Joker was a breath of fresh air at that time (and I still enjoy his performance)!. But it's almost twenty years later, and the new generation has been raised on movies like "Wrong Turn" or "Texas Chainsaw Massacre: The Beginning"--blood for blood's sake!. Keaton's Batman movie may seem cheesy to those that didn't grow up to witness this change, but you have to think about how incredibly good it was after Adam West and Jason Todd had left their imprints on the series!.
I watched "Batman Forever" the other day, and realized how cheesy it was, but it's still one of my favorites simply because Val Kilmer was -my- Batman!. He's the one I grew up on!. And Jack Nicholson was the first Joker I ever saw!.
Just remember the time gap factor before you say Nicholson "sucked"!. I seriously doubt he's ever sucked in a movie!.

Okay, I haven't seen the original Batman since I was a kid, so I watched it two days ago!.!.!.!.Jack Nicholson's joker SUCKED!!!!! Holy overacting Batman!.!.!.it wasn't really even the Joker, just Jack acting like a retard!. Horrible!.!.!.

Heath Ledger played a better more intense Joker but personally, I liked some of Jack Nicholson's one-liners better like: "Never rub another man's rhubarb!" That sh!t is great! or "You wanna get nuts!? Let's get nuts!"Www@Enter-QA@Com

Heath Ledgers performance was more twisted and dark!. Nicholson did a good job too but his version of the Joker didn't scare me at all!. Heath was amazing!
