Can anyone help me find this action movie from the 80s?!

It was about woman that was trying to get revenge on the people who killed her husband!. Her husband worked for the government or the military and he was a defense contractor involved in a cover-up!. I remember something about a defective helicopter too!. And there was a chip of some kind hidden in their kid's toy that the government wanted!. So they came in to the house and shot the husband and the movie followed the woman and the kid with the toy!. The woman spends the movie trying to get revenge on the people who killed her husband!. I bet I'm probably kinda hazy on the plot!. I think the movie had the word 'avenge' or 'revenge' in the title and it might have been from the early 90s (maybe a TV movie too)!.Www@Enter-QA@Com
