According to the Internet Movie Database, it is the Iowa State Fair, so I'm guessing!.!. Iowa!? :)

TCM says it was filmed in January of 1945!.!.!. so it couldn't have been filmed in Iowa!.!.!. it would have been impossible in an Iowa winter!. I think Lobo Man is way off!. But I can't find out where it was filmed!.Www@Enter-QA@Com
