Thomas Schiff is the guy wearing Rachel Dawes' cop uniform and gets arrested when Joker is shooting at the mayor!. Harry Dent takes him and holds him at gunpoint until Batman comes along and tells him that he won't get any information from him because he is a paranoid schizophrenic!.
