I'm going to assume you are talking about Doomsday here!.!.!.from what I understood, the virus was breaking out in London and the government wanted to keep the cure quiet for as long as possible so they could wash out all the people, be the saviors at the last minute, and start a newer, better society!. I thought that she stayed because 1) That was were she was from and her old house was there and 2) Now she doesn't take orders from the government, and she has people that take orders from her so she can rise up an army and take down the corrupt government!.
