Answers:
Batman chose to save Rachel, he even declared it in the movie, and the police said they would then go and save Dent!. The Joker switched the addresses!. (Some people I talk to still believe that Batman chose to go to Dent's address and save Dent instead of saving Rachel!.)

Anyways, I think Batman didn't seem too upset at the moment because he saw someone in distress and was focused on saving him!.

And the police just didn't make it in time to save Rachel!. Www@Enter-QA@Com

Because the script said they couldn't!. haha!. But the Joker gave them the wrong address because when batman came out he told the police he was getting Rachel!. The Joker did this because he knew only batman was fast enough to save one and he knew he would save Rachel but he needed Harvey alive so he would become a villian!.!.!.which is ironic because it was Harvey that said u die a hero or see yourself live long enough to become the villian!. The Joker wanted Harvey to become a villian because if the people saw that someone so good could go bad, they would all go crazy or bad too!.Www@Enter-QA@Com

I think the joker did switch the addresses because he had said that harvey was at 250 52nd St and that Rachel was at 1500 evans(!?) st!.

Later on in the movie after rachel died!. 2 face made ramirez call gordon's wife and told her to go to 250 52nd St!.

Then later 2 face called gordon and told him that he had his family!. When Gordon asked where, 2 face said where my family died!. So rachel was obviously at 250 52nd St!. but thats not what the joker said!.

Batman even said he was going after Rachel and Gordon said he was going after Dent

But I thinking that maybe Batman knew that he switched the addresses and he went to save Harvey anyway!.

I also feel like they could have saved her because when they got to the place she was at they just kinda stood there!. Www@Enter-QA@Com

No, Dent wasn't more inportant!. He loved Rachel and wanted to save her, he did not change his mind!. The Joker played his sick little game, because he knew that whoever Batman picked to save was the one he loved most, and so he switched it so he would be tormented by the pain of losing the one he wanted to get!. The police didn't get there in time to save Rachel!. But did anyone else love the Joker when he looked like a nurse, I think that was the best part!. HeheWww@Enter-QA@Com

The Batman didn't seem upset because he knew he still had to save Harvey, so he didn't have time to get upset about it!. And the policeman couldn't save Rachel because the Joker said the point was for Batman to have to choose between Rachel or Harvey!. The Joker set it up so it would only be possible for one to be saved by The Batman, because the police would be too slow!.Www@Enter-QA@Com

He did choose to save Rachel!. The addresses were switched because the Joker knew who batman would pick!. Batman says he is saving Rachel, if he had changed his mind then the police and Batman would have been at the same addres!. Batman simply arrived first, he just got to Dent quicker than the police did to Rachell!. He was upset over Rachel's death, but over the years from losing so much that is dear to him, and starting at such a young age, he is able to mask his feelings!. Www@Enter-QA@Com

Kind of the idea that, whats happened has happened!. If he got there and saw Dent instead of Rachel, he couldn't make it to her anyways!. Later in the movie when he's standing on top of the Ruble of Rachels building he shows his sorrow!.

Batman was driving a "Batpod" through the city!. The cops had to drive their cars!. Even if the two buildings were the same distance away, Batman had the clear advantage of extreme traffic violations!. =pWww@Enter-QA@Com

no, you're right!. he gave them the wrong addresses and the police (gorden) even asked which one batman was going after, and he said rachel!. i don't think he seemed upset because he probably realized that that is what the joker's twisted mind would do - to switch them!. but!.!. idk i guess they just got there too late!? if they saved her, you would have never gotten the 2 face character!.Www@Enter-QA@Com

They couldnt save rachel because their cars werent as fast as batmans bat bike or whatever its called!.

Batman went to save Harvey because he beleived that Gotham City needed a hero without a mask!.

And no i beleive the Joker didnt switch the addresses!.

Hope i helped you out alot!. =)Www@Enter-QA@Com

They didn't get there on time!. Batman chose to save Dent a!.k!.a Two Face (yes, at the end of the movie he becomes Two Face) because he was more important!.Www@Enter-QA@Com

The police didn't save Rachel because it wasn't in the script!.Www@Enter-QA@Com

No he didn't switch the addresses, he chose to save Dent!. Dent was more important to the city!. The police couldn't save rachel in time because they didn't have a ridiculously fast batcycle as batma did!.Www@Enter-QA@Com
