Teenage Ghost/Car Racing - What's the name of this movie?!

The story is something about a teenager who wants to be a tough guy!. He races cars with the bad guy in the movie and ends up running off a cliff and dying!. Then I think it's years and years later and he finds a teenager who can see him!. I think the living guy wants to try to race his car, too and the ghost tries to talk him out of it!. That's all I remember, and some of it could be wrong!.!.!.Any Ideas!? I think I saw this movie on the Disney channel about three or four years ago, but I don't think it's Disney!. And it's an older movie, like late eighties early nineties!.Www@Enter-QA@Com
