The theory(heaven knows why)is that witches are allergic to water and as another poster said, buckets of water were to be found all around castles for any number of uses(washing up maybe not so much)and,as the scene progresses, she looks around and sees the bucket and throws it on The Scarecrow who The Wicked Witch has just set on fire!. It was an accident albiet a happy oneWww@Enter-QA@Com
I can believe that she had the Winkies scrubbing floors!. also, it wouldn't be unusual to have water various places in a house or castle!. After all, there would be no plumbing, including no faucets or even pumps!.
Remember the time period that L!. Frank Baum was writing in, as well as the era the film was made in!. Many of us grew up with little or no luxuries in the house!. I can recall people having buckets of "drinking water" set out!.
So, there could be several reasons for it, not just as a convenience for the story!.
EDIT: I don't recall the details of the scene, but the other poster has a point: Maybe Dorothy was being forced to work!.Www@Enter-QA@Com

Cupcakes is right!. See Wicked and it will explain everything!.
And don't say "Winkies" its a condescending term!. They have many tribes in the Vinkus!. The ones in the area of Kiamo Ko (the castle) are the Arjiki!.
How do I know this!? See the musical and read the book!Www@Enter-QA@Com
