In the modern movies, he was supposed to be built by a poor Anakin Skywalker (Darth Vader)!. He could not afford same-colored parts, and probably formed the parts himself!. If you mean the original movies, the budget was small, everyone thought it was a stupid idea (save George Lucas), and so the costumes weren't the highest quality available back then, much less now!. I don't know how they would have explained a costume defect, but that seems likely!.Www@Enter-QA@Com
