I watched that movie many times, I understand that Hannibal received a letter written in toilet paper from Red Dragon (Dolarhyde) with instructions to respond to him, but how did Lecter place the personal ad in the The National Tattler!?
Isn't he incommunicated in a cell!? Let's say he could have made a phone call, still, How do you pay for the personal ad!? Maybe Dolarhyde paid for it in advance and Lecter just call the Newspaper and placed the ad!?

He won a lawsuit barring the reading of his correspondance so he could receive and send all the mail he wanted to!. also he had financial resources that the cops never found!.
