What children's movie is this???!

I'm trying to figure out the name of a movie I had when I was little!. It was a creepy children's film involving the muffin man, who pulled muffins out of his chef's hat!. The setting was a toy store/carnival with a carousel and tons of building blocks!. There was a clown called Punchinella and life-like, adult-sized creatures such as a squirrel and I think maybe a skunk!.
