Answers:
Jump cuts are when the editor purposely disrupts the continuity of an action!. A very basic example could be the action of someone throwing a baseball after picking it up off the ground!.
The person bends over and picks up the ball!. Instead of watching them come back up from the ground, it cuts from their hand on the ball on the ground immediately to them throwing the ball!.
This technique is often used to create a certain tension, or uneasiness within a scene!. An example that immediately comes to mind which used this technique alot was the film "Traffic", where the characters were always paranoid or on the edge about drugs they were hiding, buying, selling, etc!.

Quicks cuts have less to do with specific actions and more to do with increasing the pace of a scene where warranted!. The most obvious example being an action sequence!.
It could also occur in a dialogue sequence when two people are yelling at each other so you cut back and forth between them alot faster, often overlapping dialogue, in order to increase the tension/emotions between them!.

Both ways, like all editing, are employed to manipulate your emotions and perceptions so you experience the story in the best way suited for that particular story!.
