I used to work for SBS in Australia that would show a lot of foreign language programs and they would produce their own subtitles!. They would call the content subtitles and the method captions!. So the translation of dialogue was done in the Subtitling Department and the actual typing onto the tapes in the Captioning Department!.
In practice, I think the terms are used more or less to describe the same thing, although TV probably uses captioning more than film!. (In much the same way that films have sound and TV production has audio)!. TV has 'closed captioning' which describes a method where you chose to show the captions or subtitles by selecting an option on your remote!.
By the way, subtitle literally means writing at the bottom of the screen (or performance space)!. Opera often has surtitles which are translations of the dialogue above the stage!.Www@Enter-QA@Com

captions only work on TV sets, its already a setting that you can put on or off that will allow you to read what's happening on the screen including music or sounds, its pretty much for the hard of hearing and will always have this black background that will not let you see part of your screen the caption is in white caps!. Subtitles come on DVDs (movies) and there's no background, you can select if you wanna see a movie with subtitles in English, french or Spanish depending on the movie!. I found them very helpful specially when my sister from Mexico id here she can watch American movies with Spanish subtitles!.Www@Enter-QA@Com
