Does anybody remember the name of this movie!?!?!?!?!?!?!??!?!

It's vague to me, but the antagonist made some kind of concoction (including, spider webs!?) and put it in the hair of these two young teens!. It made their hair grow very, very long!. The antagonist then used the hair to make paint brushes!. Theses paint brushes were magical and made the pictures they painted come to life, I think!. Weird huh!?
