In films such as "High Society" and "Take Me Out To The Ballgame" would Frank Sinatra sing while filming and then sing the final over it!? Or would he record the final version and then lip sing to it on set!?Www@Enter-QA@Com

Actually, it's called looping, and practically every film does it!. Yes, they undoubtedly sang during the musicals!. Then, they have to dub voices over their original performance!. This has been shown in many movies about the film industry!. It's extraordinarily difficult to match performances, whether speaking or singing~or both!.
When films aren't "looped" or dubbed for "clean" sound, there is a particular way they sound!. I'm sure you've seen low-budget movies that were filmed "as is"!. They sound distinctively different!. Sound effects are added, too, by people called foley artists~whether footsteps or a swordfight!. If the foley people are off their game, it's painfully apparent!. I've heard clashing swords that sound more like eating utensils struck against each other!.
When foreign films are dubbed in English, people often make fun of them, but they should remember that no two languages are going to match lip movements!. Have a phrase repeated in three languages, and watch the differences in lip movement!. It's hard enough to match English to English, let alone English to another language!.
