haha, that's a scene in Clifford circa 1994, starring Martin Short and Charles Grodin (he was in the police station)!.
if you ever see the movie, you might be disappointed!. many people don't like it because it's unrealistic, very silly and has corny humor ! it's dumb, but it does make me laugh (:
