Can't remember the name of a japanese sci fi monster movie?!

As a child I saw this movie , i thought it was Ultraman but couldn't find evidence to support this!. But any way the hero had to have a major operation to insert all of his special powers some of which were a sort of razor beam that came out of his hands when he made a fist, darts that heated up and thawed him out when he was frozen by an evil witch that had eyes on her palms!. One of the witch's monsters had a drill on one hand and some kind of scoop on the other!. Another monster would get his head chopped off and grow another one!. I also remember the the monsters were comic relief for the movie as well!. Oh the hero also got his powers from the sun!. Thats about all I can remember!.
