Jafar is pretty cool, but I like Frollo best, probably because he's the most realistic and the most well thought-out character as far as Disney villains go. There really are people like that in the world. You're right, he is the most evil.

I have to say for me it's the Queen of Hearts from Alice in Wonderland. She knows what she wants and you better not get in her way while she's getting it.

Maleficant...prime evil and totally cool, she can transform into a dragon, you've gotta admitt that is pretty cool.
I also like Hades, he's evil and humorous.
Scar has that totally awesome dark, sarcastic side, and is lossely based on Hamlet's uncle(it's been a few years since I've read Hamlet.)
