If you're serious, just go to 411, look up the local FBI and give them the info...you'll probably have to be a witness though, so I hope you're ready for the heat...

You can report that directly to the FBI since bootlegging DVD is a federal crime, but be positive that a crime is being committed first. If you have any sort of evidence, it will help greatly.
