All of the people in Silent Hill died horribly, they appear as twisted monstrousities due to the evil power that killed them.
Alessa is pure rage, raped by the janitor, given power by some unexplained evil force to re-create Silent Hill to whatever she wants.
Everything that happens in that place is what Alessa dreams up in her psychotic rage-filled mind.

its a real mystery that film, had me completely baffled. What IS with all that snow??
he was punished. he hurt Alessa (it can only be assumed that he raped her, we have no proof of that actually happening, but the way it's set up, that's what one is lead to believe), so he was punished. I don't see where the idea of a drug overdose would come from here. he OD'd on drugs, then wrapped himself in barbed wire and sat on the toilet? come on now. and they come out when the darkness comes. it happens pretty much whenever Alessa chooses. it's her attempt at trying to finish off those who burned her since she can't get inside their church. she waits till they could be out and about in the town, then unleashes the darkness.
and it's NOT snow!!! it's ash! Rose even says so in the movie!
