No, young actors are not being ignored. It's just that in Hollywood, there's a hierarchy. You sort of need to earn your way to the top. The more established actors that have been proven to be a box office "draw" (meaning that people will go to see a movie just because they're in it) are going to get paid more and receive higher billing than newer actors. The more work the younger actors do, and the more success they have, the higher their pay and billing will be. It's not as much an age thing as it is an experience thing. For example, actress Dakota Fanning has been shown to be a good box office draw. She's been the "little girl" in just about every movie that has needed a little girl for the past five years or so. You almost didn't see a movie that needed a little girl without her. She gets a higher salary than a lot of older actors out there. (Now Abigail Breslin is the new "it" little girl. Her salary and billing are fast going up.)

I think it depends. The talented young actors, I find, are not put into the public eye as often. But they do get work. The untalented young angers, aka the Disney Channel stars, are put into the spotlight at all times and I think that's why you feel that some are being ignored. But the Disney Channel stars have no work coming up except for the shows that they do. Of course, a few of them (Selena Gomez and Tisdale) have a few movies coming up. But others, such as Cyrus, have nothing.
Credits are always listed by contracts. The biggest contracts get listed first, sometimes before the title of the actual movie. It's always been that way. Oddly you can rent old movies with current big celebs when they are young. They are the same, listed at the end when they were not well known.
