Question: I know some Blockbusters have these piracy stickers to prevent from making copies of them on your computer.

Hollywood Video by us went bust. But Blockbuster doesn't have the stickers on them. Besides it's a big If you get caught, have you heard anyone being busted yet. Get one of those burners or have someone else burn it that way you don't know what they burned cause you weren't there. The justice system is a funny thing to begin with. Have a good AM. :0)

yes but if you go to an independently owned movie rental place its likely they wont
Most all places have the devices on them. However, a small, privately owned store MIGHT now. But with the stickers becoming cheaper, smaller places will have them too.
Some do and some don't I know for a fact that most blockbusters in my area do not.
The stickers are not what prevent you from making the copies. The DVD's themselves are encoded with Digital Rights Management which is what prevents them from being copied. Most releases from major studios will have DRM, from smaller studios maybe not. Whether the sticker is there or not does not matter.
