Anyone can make a movie but on the whole the producer takes the majority of the roles you ask about.

A producer can buy a script or get one written. He must then get the money to make it, maybe from a studio or from private investors. He then hires people to make the movie such as: casting people to find actors. people to find the locations, book rehearsal space, organize editing facilities, hire cameras and camera operators, sound people. The reason there are generally so many producers listed on a movie is due to the huge amount of work involved.
Big studios produce their own movies as they have the cash and the manpower.

I can write my own movie, find the money to make it, hire the actors, director, costume, effects people etc. I have therefore produced the movie independently

In the early days of cinema the studios controlled everything. They organised everything and everybody worked for them “under contract” so an actor only appeared in one studios movies.
This changed particularly in the sixties and especially in the seventies with the arrival of independent cinema, directors and producers who began to finance their own movies and stars who became so big that people wanted to work with them. This led to stars negotiating their own salaries because studios came looking to them to be in their movies. Star salaries have obviously gone through the roof.
This is a big topic, I suggest you learn about the "studio system" in the time of Chaplin, Fairbanks etc and the system was broken.

By the way, the producer does the above, unless the director is also the producer then he is just an employee who decides how things happen in front of the camera.

people can finance their own films independantly (very expensive), or a big production company may produce it.

the directors are responsible for pretty much deciding what the scenes look like, what kinds of actors are suitable, where it's filmed etc etc.

screenwriters obviously write the scrips, but sometimes they can change depending on what the director or production company (if there is one) want.


keep in mind.. i'm not an expert in this area. just from what i've read in different places.
