Definitly the Joker, he murdered Jason Todd (Robin) and shot Batgirl in the spine, paralyzing her. Lex does have more wealth and power than the Joker, which gives him better oppertunities for world domination. The Joker is psychotic and if he had these advantages, his plans would be much worse than Luthor's. Also, Lex's plans always seem to be foiled by Superman, but Batman isn't always able to stop the Joker. Lex is evil and corrupt, but theres no comparison between him and the Joker.

For pure evil it has to be the Joker, he is psychotic. Yet Lex Luther had the brains.
Lex Luthor has more of a track record as the arch-nemesis to a multi-powered super hero and he threatened the entire world in recent movies (SUPERMAN RETURNS) whereas the JOKER has Gotham City in his sights against the Caped Crusader (wealthy sure but still human and dependent on car/Batmobile for transportation). In a fight between the two, Luthor would size things up more quickly and have the technology to defeat the deranged villainous Joker.
My all time fav villian from the movies is Jack Nicholson as the Joker... i never cared for Lex very much at all, kinda boring to me.... hands down the Joker
the difference between the joker and Luthor are this one is a sadistic perturbed villain and Luthor is more a criminal hunger for money and wiling to do anything in order to get what he want

The Joker, definitely. It has nothing to do with Jack N, Heath Ledger, Smallville, or the movies. Three words: The Killing Joke.
