Question: ok first, i think this is a troma movie, but im not sure....ok it starts off with this woman in prison and she is telling stories. one of the stories she tells is about a woman who is beaten by her husband and she goes to a gypsy and the gypsy giives her a potion. the potion will grant your desire but if a tear falls in it , then the wish will go opposite. she wished that her husband would be sweet and kind, but she cried in it. he took the potion and turned into a monster and kills her.

...yep, that's a Troma-released movie, alright!!! You're thinking of the 2000 horror anthology, called "Hellblock 13", which starred Gunnar Hansen and Debbie Rochon, and directed by Paul Tabot...
...if you enjoyed THIS horror anthology, you should definitely check out the other two horror anthologies, which were also directed by Paul Tabot; they are "Campfire Tales" (1991), and "Freakshow" (1995). Gunnar Hansen starred in these, as well...
